Approve, expire & delete issued report cards card - 8.136.0 (27/05/2022)

When a card has been issued a manger with appropriate permissions can amend the card so that it applies to all sites. In the case of a successful appeal against the card being issued the manager can also expire the card or indeed permanently delete the card from the record.
