Updated qualification management

The method for managing qualifications assigned to an operative has been made simpler. This can be opted-in to by using the message panel that appears above the qualification list of an operative's profile.

Access groups can be added and deleted from the portal.

Fixes and Improvements

• The site administration section has been removed, as it only contained page informing the user that the pages had been moved
• The sites an admin or org admin has access to are now retained after merging those users with an operative
• Induction slideshows are now saved separately from the main induction configuration, this is to avoid saving very large slideshows causing the save to time out
