Enterprise holding pen rules can be configured to apply consistent holding pen rules to new sites and existing sites.

Enterprise holding pen rules
The feature is located within the Settings within Access Control tool.
Users with the Configure Enterprise Holding Pen Rules permission are able to view, configure, and apply the enterprise holding pen rules.
Viewing enterprise holding pen rules
The configured enterprise holding pen rules are used to initially configure the site holding pen rules when a site is first created.
Applying enterprise holding pen rules
The Apply to all sites action will be enabled when no changes have been made to the enterprise holding pen rules.
Performing this action will reconfigure all existing sites' holding pen rules to use the same rules configured in the enterprise holding pen rules.
No changes will be made to the zones configured to use the holding pen on each of these sites.
NB: Applying enterprise rules to all sites will apply to all sites, including those the user may not have been given explicit permission for.
Saving enterprise holding pen rules
The Save action will be enabled when a change is made to the enterprise holding pen rules.
Performing this action will cause any new site to use the saved rules, but no changes will be applied to any existing site.
Saving and applying enterprise holding pen rules
The Save & apply to all sites action will be enabled when a change is made to the enterprise holding pen rules.
This action performs the same function as first performing Save followed by Apply to all sites.
NB: Applying enterprise rules to all sites will apply to all sites, including those the user may not have been given explicit permission for.
Site holding pen rules
The usage of enterprise holding pen rules does not impose restrictions on configuration of an individual site's holding pen rules. Users with Can Change Site Configuration permission will be able configure a permitted site's holding pen rules in the online portal and site client.
